Nineteen of Medvedev's 21 championships have been achieved on hard courts
A comeback Daniil Medvedev secured his initial championship for nearly 30 months with success over Frenchman Moutet in the competition final.
The athlete, a former world number one, has had a torrid year, managing just one win at the big events and undergoing a difficult moment at the American major.
Medvedev's varied form on the ATP Tour - and struggles with his serve in especial - caused him exiting of the top ten and finally splitting with long-time trainer Gilles Cervara.
Now working with his coach and his other coach, he has consistently improved in the recent weeks - climaxing in a hard-fought competitive win over Frenchman Corentin Moutet.
It is the player's maiden championship following the 2023 Rome Masters and maiden on a hard court since that period of that year.
The win also indicates he has achieved 21 victories at 21 distinct competitions.
"This marks the first occasion I have attended a tournament with my both daughters together, so to win a title is particularly special," said world number 14 Daniil Medvedev.
"This victory is in dedication of my child her name, because the initial championship I got when my child Alisa was born was for her."
The athlete, the past champion, had failed in his last six title deciders, including in Halle previously this season.
The player's defensive strategy and recurring emotional displays on the playing surface had prompted commentators to question if his skill to compete at the highest level was finished.
However the athlete has altered his approach in recent weeks, making an effort to come to the net and play aggressively, backed up by an enhanced serving game.
Medvedev came back from a break down in the initial set against the tricky opponent, securing 4 of the last five points to go ahead.
The competitors swapped break points in the middle set before Moutet, bidding for his initial professional title, seized the initiative to push for a decider.
Moutet saved four initial break points in a tight deciding set before the champion won the break to fifteen to serve for the match.
Fittingly, Medvedev clinched victory with a shot at the net, with the Frenchman failing to control a shot after a lengthy match.
